Is there any way to increase supply levels in provinces?
 
Supply levels mainly depend on the province's base tax value but they can be increased by building fortifications (+10 each fort level) and conscription centres (+10).

In many cases yes. However some changes were made even from one patch to another and not only from EU2 to FtG so not everything is still valid.
A lot of changes can be seen when you open the textfiles (e.g. "defines.txt") in FtG that have many remarks that explain which setting does what and what numbers are used.
