Increasingly negative "industrial power" number

I am playing Mexico in the 1836 campaign. With every new factory this industrial power number is getting more and more negative. This is a pretty annoying thing since I could never win. Tested with 1.03 and 1.03b.

do you go into dept for building those factories? Do the yield a money surplus?

The only thing that puts you in negative industrial score is debt. It isn't a bug.
