Are you a direct vassal of the Triarch? If you are a de-jure subvassal, you cannot declare an independence war against him.
And if you are one of the vassal patricians, I have no idea what would happen should you win without having a duchy level title, maybe you need one before you can independence war. I have independence warred the triarch to found my very own merchant republic in Gogossos* though so it is possible.
*Suicidal if you are not immortal and still risky if you don't mod the province to not die to red death. But God those special buildings make a lot of gold.
