I don't really know whats going on there:

How do you get to play an industrializing India? Do you have play one of the minors and conquer British India? Is it possible to transform British India?
What is the route to go?

In the latest version there has been a fair bit of work on India. There are still some capitalist-adding events, IIRC, though Dalhousie's reforms are better modelled, meaning building railroads and the like should be easier, at least temporarily. General industrialisation, however, could be hard due to the lack of national-cultured POPs. Can't you appoint another ruling party? There should be some full citizenship parties later on in the game, and that might be your best bet.

A real issue with India is how it is tied to the UK. This is due to game engine issues, however - satellites/dominions can't declare war via a scripted event. This means restrictive events are required to make their alliance permanent in all AI situations.
