Industrial Builds as Italy

It says in the manual that "Access to Heavy Industry is limited to the Economic Base of the country you're playing."

Does this mean that Italy can't get 1935 Heavy Industry, and thus can never build new industries?

As Italy, you should get the ability build new IC with 1939 Heavy Industry, IIRC. You don't start with the ability, however.
