What countries will be recognized as the colonial/industrial powers and which ones will be food for the others. At first glance I see 3 categories of Nations.
1 The industrial powers who are developing industry and colonies all over the world, with the purpose become strong.
2 Small nations that are developing at low speed but have a national identity like South American states. Or countries that are very backwards but are not on the historical coloninzable list like Persia. And I add small European Nations who were no more then speedbumps for the developing nations or so small the played no large part in Europe. I would put these under the label neutrals
3 The prey, these contain those area's of the world that where forcefully conquered and exploited in the eara of the game. This includes most of Africa, and large parts of Asia.
Hard to place are countries like China and Japan who got the potential to be an indutrialized nation. Japan became one and China might have if you use your imagination.
