Industries Specializations in game are no longer recognized upon saving and reloading the game.

Expected Result​

I have an industry zone from the industry DLC specialization for each type. Oil, Ore, Farming and Tree Farms. When created they should simply operate as normal by producing those resources

Actual Result​

They operated normally upon creation, but after I save and then open the game to play again it's like they are not being recognized. I see their stock price plummet, they are unable to see customers at all and essentially only product expenses in full for the zone but no income.

Steps to reproduce​

Save game with an industry specialization then open that saved game. Seems to cause the issue.
