How is this possible? Infantry divisions without AA brigades basically have no AA weapons unless you count the usual machineguns. And 6 of them just slaughtered 4 tactical bombers being led by a skill 3 lt general. I invest huge sums of IC and research time into this just to have basic infantry divisions kill them in a few sorties while taking no casaulties?
 
Infantry (and indeed, other) Divisions have an integral AA component, much more than machine guns, in any case.

In this case, there was a change in the game engine between DD & ARM, that means ground AA fire is now much more effective vs Air units. It has been reported before, and I believe we have adjusted the unit stats for the ARM version in the next release, though Baylox is the man who could tell you more here.

Specifically, never Ground Attack units that have had more than a day to dig in, as the enemy will take no damage (or at best very very little). If you cannot begin bombing the enemy unit within a day of its arrival in a province, look for some other target to bomb.
 
Only hit moving targets (preferably those that are retreating) and you won't have nearly as much AA fire to deal with. The game's engine tends to prioritize hitting retreating units over those that are stationary, so you should actually hit the stack(s) you want to hit.

Bombers aren't as useful as they might be, since you cannot use them to target specific provinces that you need help with on your ground assault. But bombers are great for ripping up any enemy survivors so you don't have to fight them again later.

Tactical bombers are also good in the naval bombing role.
