Influence from Cars goods is not applied to tiles

Expected Result​

Influence from Cars goods is correctly applied to tile expansions, visible in Region Influence lens and correctly updated from turn to turn in each tile's accumulated influence tooltip.

Actual Result​

Influence from Cars goods is shown in city income but not in Region Influence lens or each tile's accumulated influence tooltip. Checked using influence per tile formula from wiki https://millennia.paradoxwikis.com/Influence

Steps to reproduce​

In general:
1. Build Car Manufacturer improvement.
2. Create Cars goods in it.
3. Compare influence values in city income, Region Influence lens and from turn to turn change in bordering tiles' influence tooltip.

In my save:
1. Go to Liverpool city. It produces 12 Cars goods which gives +120 influence in city income making it 160 total.
2. Check and memorize any tile's current accumulated influence value.
3. Press End Turn button.
4. Check accumulated influence value on tile from step 2. It added 0.54 which equals to 40 / 50^1.1 which exactly as formula says but without +120 from Cars goods.
5. Toggle Region Influence lens and check values added to each bordering tile. There are 50 bordering tiles (including already owned by another cities), so it should display 160 / 50^1.1 = 2.16 while it actually displays the same 0.54.
Note, before the end of turn Region Influence lens displays 0.43 but I have no idea why.
5. You can reload save and remove all workers from Car Manufacturer improvement, so no Cars goods are created. Then repeat steps 2-5 to see that absolutely nothing changes.

Having run into this myself, I have also discovered that it is applied in at least some cases, according to the overlay, but only when the game is reloaded. However, it looks like this is only the case when the cars are exported from another city, and not when they are produced locally. Also, the reported bonus goes away as soon as the expansion rate is recalculated for any reason, which might mean that it disappears as soon as "end turn" is pressed to apply the effect.
