Information Control Centers as Cardassians

I am trying to build Information Control Centers for the Obsidian Order quest, and when I go to build one on a planet, it says that a Star Capitol must be present first. Does anyone know what a star capital is? I assume its the town center building but upgraded, however, I do not see any other upgrade options for most of my planets.

Its a society tech chain to get the capital upgrades. Star Capital is the final one.
