Relatively minor, only negative effect is to be misleading to players editing events.
The Slider Moving event displays the starting position of the slider using the range 9 to 0 (note that I have only tested moving from the two extreme ends of the slider), but the correct starting position of the slider is now in the range 10 to 1. Additional information follows:
I dont think that I have the 10 to 1 range wrong (been looking at this off & on for the last week, and this was a fairly early conclusion that I reached), but would appreciate someone to check this.

Back on topic, I believe I am still undertaking useful research.
I ran a test case with the sliders set to values 11, 11, 10, 0, 0, 1, 1
This sets the first 3 sliders to the far left position, and the last four sliders to the far right position.
I then triggered an event to move democratic -1, political_left -2, freedom -1, and free_market +1, professional_army +2, defense_lobby +1, interventionism +2.
This worked fine, all siders moved the expected number of steps from the end of the slider. So it doesnt matter, any value greater than 10 is treated as though it were 10, any value less than 1 is treated as though it were 1.
The only inconsistency that I noticed is that when the sliders were at the end positions, the additional informative game tip (that appears when the sider moving event triggers) gives the old values, it says the first 3 sliders were at position 9, & the last four sliders were at position 0. (The informative game tip for slider moving events should really say 10 & 1, to match the current programming)
