Tested and burned.
If the clan you are attacking is at war with someone else when you declare war to it *and some enemy army is already directed to your co-plotters' (and soon-to-be-vassals as the plot starts) provinces*, they will not join you and the button to activate the plot will not be available.
That also explains why that guy posted his inability to start the plot (maybe some enemy of his co-plotters were moving to their provinces as in my aforementioned case).
Sorry, no gamesave but it shouldn't be hard to replicate.
