I've tried to install CORE for Armageddon. It looked fine until I tried to start the scenario when: "ERROR: (unrecognisable which or value) 'which = naval_anti_air_I' Line = 3356 file= mod-CORE2\db\tech\armor_tech.text" occured. Solutions?

Normal Armageddon and CORE for Doomsday work fine.

It should be naval_anti_air_l' rather than 'naval_anti_air_I' ('l' means long-range). But, assuming that's just a typo, my first guess is that you've installed CORE in a Doomsday setup, or in a subdirectory rather than in the root of ARM. Apart from that I'm pretty much at a loss, really.
 
Well naval_anti_air_l is one of the naval attachments ARM introduced. So I do suspect some Doomsday files lurking in there. Maybe the exe itself? What is the CORE shortcut referring to, and is that indeed your ARM install?
