I'm still encountering installation problems. I bought Songs of the Rus from the Paradox website, and then attempted to install via Steam but although it seemed to download fine, I got the "Steam failed to Install Crusader Kings II: Songs of the Rus (App configuration unavailable" error. Please help. It is not showing up when in the list of installed DLCs when I start up CK2. I've been encountering similar problems with other DLCs I've bought recently (same error message) though they've ultimately installed.
 
This is a Steam error rather than a game problem.

Please do a full **clean** re-install of Steam and game:

- move any valued save games elsewhere
- "uninstall" in Steam-CK2
- exit the Steam app entirely
- manually delete both the Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2 folders
- delete everything in the Steam folder EXCEPT steam.exe and the SteamApps folder
- run steam.exe to rebuild all that
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test
