As the title says. I downloaded the 25 tile unlock and chirpy killer mods. Work properly in Steam online mode, but do not show up in menu when Steam offline mode selected.

Is it just me?

I can't believe we're the only persons who are playing offline with mods. :eek:
So I got this bug, too and I've already sent a report to support. In the meantime I've found a workaround for it:http://forum.paradoxplaza.com/forum...-available&p=19017507&highlight=#post19017507
Note that the directory names for the mods in the steam folder are the numbers corresponding to their workshop ID. Though the folder name in the mod directory doesn't seem to matter to get recognized by the game.
 
Same issue here. All mods are still present in the steamapps/workshop/content directory, but do not load in game. Also do NOT load a modded game while you are in offline mode or it will delete every modded building from your city which can really screw a city over.

I confirm this works. Happy played over an hour on the train this morning with two dll mods and two lots. Thanks Hack! :)
