In recognition of the fact that there are some Victoria players who, through their limited access to other Victoria players with whom to play, have had to become accustomed to some watered down play rules in order to be able to play Victoria with other human beings. So I think perhaps that I should re-state the purpose, the "spirit", of our multiplayer games -- such as they are.
People are busy. Most don't have the time to join a Victoria game with precise play times, and prohibitively elaborate rules. To use a soccer analogy, whereas some Victoria games are played as though they were a league match, our games have a more exhibitionist spirit to them. The emphasis is on scores, world ranking, and "personal achievements and goals". In this way, a competitive spirit of the highest degree is always maintained, without necessitating any particular amount of competence inherent in any one player involved, since the measure of their success or failure is completely internalized.
On that note, I should point out that the other end of the spectrum, the vigorous and mercilessly direct competition between players side, is also perfectly able to coexist with those who play a more peaceful game.
To these ends, we enforce no rules of conduct, explicit or implicit. It is held that an individual ought to judiciously employ all measures at their disposal in order to further their own interests as best that they are able, and that the individual or individuals best able to do this deserve whatever success their versatility and ingenuity brings, and are perfectly capable of taking on the potentially catastrophic risks associated with their gambles and boldness.
