I believe that it stems from US Navy's experience against the then leased Gotland-class submarine. If it is a performing system, it would most likely counterbalance the quiet capabilities of a conventionally-propelled submarine versus an ASW task force or a carrier task force.

Remember that ARA San Luis, a Type 209 submarine, really hampered UK's naval task forces during the Falkland Wars; when all Argentine naval units were ordered back to port after the General Belgrano's sinking, it remained the only one in active duty to face UK's carrier groups...
