I like the idea of a merchant state on the north coast of the Black Sea, though I don't think 'Dutch revolts' make any sense at all for that part of the world. It might revolt naturally in the break-up of the GH, though. There are a few things to consider here:

If Crimea forms (and I wouldn't mind this happening quite often), it would end up in pretty much the same place as the suggested merchant state, though maybe without the same goals.

One path for Ukraine would be for it to become such a merchant state. No name change required, I'm just saying they could end up with much the same aims and ambitions.

If it tried to go conquering, a revolter state would be rubbing against Ukraine, the Caliphate and Byzantium, who are all quite military in their outlook. Genoa is too far away to give significant assistance, except against Byzantium (but Genoa's relationship with Byzantium is complicated). If a new state formed, it would probably want to pursue conciliatory policies with its neighbours so they don't starve it of trade.


As for countries that could be created by actual revolt events in Interregnum:

- various colonial revolters
- a theocratic heretic state (Calvinist? Anabaptist?) has been proposed for the HRE, probably in the Low Countries - has this been implemented?
- religious tensions are one major way in which Occitania can form
- Byzantium can disintegrate into several states in the 18th century

So I don't think the idea is missing from the mod. Perhaps some of these revolters can be fleshed out a bit, especially the theocratic heretic state, which has 'player challenge' written all over it.
 
The other one has been suggested in the Occitania thread. The idea is that issues of egalitarianism are an important compnent of the Occitania/Cathar tradition, and ought to lead to a French-style enlightenment/revolution event line.
