Intersection ploppable needs population?

I like to plan out my cities with highways and roads and grids, etc. I recently made a neighborhood grid that I would like to plop down (made with intersection asset editor), but I need a population of 5,000 or something before I can use it. This seems a bit silly.. and I would like to be able to start out my city with my nice clean neighborhood plop. I have a couple of mods from the workshop which are intersection pieces and do not have this requirement. So I know it's possible.

Your grid most likely uses too advanced streets. Make 2 Grids, one for the start with the basic streets and one for the time you unlocked the advanced ones.
