Hey!

I am playing some games in Victoria Revolutions VIP, and noticed some things which I find unexplicable.

The first is that for example when I'm in a war with multiple enemies (Ottoman Empire), and offer a white peace to one of them, even though they only hold like some provinces of me, after peace is concluded War Exhaustion jumps to 100% and revolts began to spread. I think there is no reason for it to jump when I am not losing a war!

The second thing, though less annoying, is even more strange for me. Sometimes the value of import goes up, and I can't find where it goes! I'm not buying machine parts, or small arms or anything, just the things needed to run my industry, and the factories are reporting a hefty profit. Still, this increased level of import ruins the budget and I get a gigantic debt.

Does anyone know what are these and what can I do to avoid them?

Regarding the import matter, your POPs are probably buying goods on the world market for themselves. To discourage them from doing so you can raise tariffs (but that will increase consciousness which usually leads to social tension).

WE goes up whether you are winning or losing a war. Suffering high casualties from combat/attrition significantly increases the rate of WE as does naval blockade, occupied land and whether your population are pacifist/anti-military. I think that WE is spread evenly among POPs so if your total number of Pops decreases due to conceding provinces the WE of the remaining smaller population base suddenly increases.
[Some countries such as the USA seem to be coded to suffer more WE than others and it's possible to get them to surrender concessions even when they have a favourable war score but a very high WE. For example in my current game as Mexico the US occupied all of my northern territory but racked up a WE of 85% from the high losses suffered from being unable to break the heavily fortified 'Rio Grande line'. Although the war score was 35% in favour of the US I eventually managed to get them to pay me war reparations (without reloads or cheats). I don't regard this as unrealistic as that's more or less what happened in the Vietnam war and Germany's surrender in WW1.

I don't think your pop's purchases figure into your import costs. Are you sure the prices for your imports stayed the same? There is a known bug that sets each good's price very high. It goes away after a couple of months, but it might be better to set everything to sell during that time.

The war exhaustion problem seems a bit extreme, but you get WE if you sign a "losing peace." Unfortunately, the game considers the attacker the loser when a white peace is concluded. Not much you can do about that. It's generally better to wait it out rather than sign peaces with minor combatants when you are the attacker.

If you built something or converted a POP the materials required to do so that are set on 'buy' in your stockpile would automatically replenish to the set levels, which could explain the sudden imports. Even if you didn't build anything recently at times it can take a while to rebuild your stockpile, depending on market conditions so, for example, it might be that the furniture you used a year ago is only now available again and being imported.
