The tree doesn't help either, the first year and a half you spend getting factories, to avoid civil war. The next three, removing you impediments and you no longer get neither manufactures nor anything, Nor even can you spend political power. No decisions to be made beyond the commons. And four regions obtained by focus, they're not cores and have almost nothing of value.
