Hello there! Does it happen after Iraq flipped to be Kurdistan?

no Iraq cant form it from the start. There is no decision visible or available for Iraq

Edit: The decision is only avaible for Iraq after flipping to Kurdistan

Hello there! The present is a design choice and not a bug. Iraq should be able to form Mesopotamia only after going Kurdistan's path.
