Would it be possible to make Ireland a mini empire? I've tried playing as them but there really is VERY LITTLE you have to work with.

Build transports and go after easy targets, e.g. Brazil and Saudi Arabia. Read Steele's AARs Battleships for Bhutan and Nukes for Nepal.

Yes, but be carefully Brazil, Argentina, and if the AI plays like me Peru can give you a beating. It is best to ignore then and then come back to killing them once you have a decent backing.
