I have two ironing boards in my laundry, oriented the same way and with no obstacles in front of them. Still, one complains that its working position can't be reached.
The problem can be observed in the protective custody block of the attached prison, located at the bottom of the prison and directly right of the road.

It is not really an issue. The ironing board on the right is blocked by the washing machine, whereas the one on the left isn't.

Maybe try switching to smaller boards or change the washing machine's location.
 
Why is the working position blocked by the laundry machine? Isn't the working position the center tile below the board which is free? The tile to the left of the board is blocked by the laundry machine for the right board and by the wall for the left board.
