Is bug? SS [CORE030]

I found "command = { type = activate_division which = 12027 value = 1134 when = 515 where = 376 } " in core_SS.txt,
but i can't found "id = 1134" in GER_36.inc.
No this SS division?

The SS units are in a seperate INC file named SS_36:
