Looking at my fleet with an admiral who has this trait, I don't think it's really doing the advertised repair rate of .5% hull and 1% armour per day. At least, if by that it means that percentage of the ship's total hull and armour values, respectively.

Is this broken or am I just misunderstanding something?

I checked this last time in 3.14 patch, so cannot guarantee that it is still true in 4.0, but considering that update logs have no info about fixing this bug it's still relevant.

All percent-based ship regen modifiers are 100 times weaker than tooltips say. On top of that there is hidden out-of-combat regen multiplier of 5.
So this trait actually:
  • gives 0.005% and 0.01% repair rate while in combat
  • gives 0.025% and 0.05% repair rate while out of combat
Flat regen modifiers work as intended - they restore X hp/armor/shields in combat and 5*X out of combat.

By the way, this bug is 3 years old already and it was reported several times, but developers haven't acknowledged it.

Yep, its quite annoying and it's a HUGE nerf to Devouring Swarm ships who used to be able to just keep being aggressive and take fights one after another and never need to wait at a friendly starbase to repair.

Regen effects are all 1/100th their stated value (though they get 5x outside of battle, to make them 1/20). That's why e.g. Regenerative Hull Tissue isn't absolutely broken with +15% per day.

Engineer was probably designed by someone who wrote an effect they thought was reasonable, and wasn't told that all those modifiers are labelled incorrectly so that they're actually tiny.

I don't know why this has persisted for so many years without being fixed.
 
Leviathan guardians had too much regen during battle, so they completely nerfed regen both during battle and outside of it.
But why on earth they did it this silly way instead of just making Regenerative Hull Tissue say e.g. 0.10% daily hull regen, 0.05% daily armor regen (or 3% monthly, 1.5% monthly) is beyond me.

Regen was very, very powerful when they changed those values and made it actually worth using, so they basically removed it from the game and never updated the tooltips.

That would be fine if they actually removed it and balanced accordingly but it's weird for things to have a function that is not really relevant. Engineer just eats into the trait selection for nothing of value.
