Is it glass or diamonds in Prussia

Hi there!

I've got this one consistently in the Grand Campaign with Prussia. Any glass factory in any state will allways produce a sudden -30 points aprox debase in my income.

In general I have problems in getting positive outcome from factories where the base materials are imported, but in the case of glass all i need is coal and i have plenty

I have 1.03b

Any idea?

Tariff income lost? Very low eff factory? High priced coal?
