Is It Possible To Add New Province Effects...

...to the file "provinceeffects.txt?"

I have some new event ideas floating around in my head in the conceptual stage right now, putting some new PEs into action...but I should probably ask beforehand if this is even do-able or not.

I don't think so. The tags are defined in the program and so can't be changed. You could always give it a go though.
