In a heavily modded game, I have one alien empire which is shown as 'Victor Bogeys' and has been so for decades. I never got the chance to investigate them, and there is no special project available to do so either.

Does anyone know what I can edit in the savegame to either make this project appear, or to make them fully known so I can interact normally with them?

I had this problem, but I can't remember what I did to fix it.
 
Well the command communications establishes communications with everyone.

And it is possible that if you add the tag of the empire that it will only establish communications with them.

Can you go in more detail? I have no idea what the 'command communications' is.

Basically I'm looking for either an event I can write, or a savegame edit I can do, to force any "known unknowns" (bogeys, spooks, etc.) to become known.
