One of my fave mods for Rome is Cursus Honorom but one thing that annoys me is I constanly have to appoint new people for the tech spots (I.E Quaestor,Praetor,Aedile)
is there a way to mod so there are elected like the Consul.

It certainly can be done by event, using the give_title effect. In fact, you can make the event trigger exactly when the consul dies, so it all happens at the same time.

I have some big plans with this for the full Europa Imperialis mod ;)

Maybe. The problem with having two consuls in this game is that you very quickly run out of eligible characters. I tried it long ago with the Cursus Honorum mod, and found that I just ran out of characters too quickly when there were essentially four times the number of "rulers" than in vanilla. I am looking around for other, simpler alternatives, though.

Maybe add some new characters there is a huge list of every consul of Rome on Wikipedia and I am pretty sure not even a 1/4 of the people on that list are in the game.

Check Reign of the Ancients mod, it has event system giving titles to characters.

In case you're fine with waiting, wait for Europa Imperialis or my Anno Domini mod :p
