I'm working on a mod that adds unique terrain types with a unique picture for various cities across the map like Rome, Carthage, Babylon etc... I've managed to get these to appear in game, however, I only want these pictures to appear if a city is in the province or when owned by a specific nation.

For example, I'd like Punic Carthage to have its own picture when owned by Carthage, but I want this terrain picture to change when it is conquered by Rome. Is it possible to script an event that would change the terrain type when conquered by another country?

I'd also like these terrain pictures to change if a city is razed. For instance, if Athens is a city or a metropolis, it would have a unique terrain, however if the city is destroyed, the terrain would revert back to farmland/plains etc...

Is this possible?

I don't think so, as terrain is controlled by a file in the game folder. I've noticed if I edit what type of terrain a territory is, it will change that territory's terrain in all the saves I have. Best you could do is add a modifier that gives the territory the same stats as the terrain type you want it to be.
