My designs seem to report "not enough power", preventing me from saving them, when they have 90 power. When I have 170 power sometimes I can save them, but only if I've removed all weapons. Otherwise, I need over 200 power to save them. However, if I reduce my number of shield modules to 4, I can save with weapons even at only 38 power. Now, just to be honest, I am trying to put 7 thrusters on these ships lol. I think all of this would be avoided if I removed some, it does let me save with less thrusters. So what is going on, is this a bug? Or is there something about module sizes, bioships, and power consumption calculation I am not seeing?
 
Power is calculated separately for each life stage and if even one stage has insufficient power it blocks saving. There's a button on the right hand menu that lets you flip between the different stages.

Also, keep in mind the design for bioships is split into three distinct blocks. The ship will only use the components for its current stage and will swap them when maturing to the next stage.

The usual issue is the Elder stage. Lots of modules but still the same power source as previous stages. Artillery Stingers can barely equip any shields if they want to use both XL slots.
