Is that a bug?

Reading those pages, I discoverded that there are some inofrmation available about the realm: When clicking on the national logo, an icon religion and nation flag are displayed in that sub-menu. When i select religion some thing happen but when i click on the flag, nothing happen. This button is looking like shaded. I re-installed the game but it is still not available.
Had this happenned to someone? I have the french version. Does the patch 10 correct this?

That flag should not do anything, or at least it does not in the unpatched version I have. In Eu2 I know it controls DP settings. Has a later patch made that an option in EU?

No - Domestic Policies only exist to be changed in EU2, in EU1 these effects were either Hardcoded, Softcoded or not even introduced depending upon which effect you are looking at.

Examples given; leader stats are hardcoded and linked to TAG in EU1, in EU2 you change them with DP. Prices for troopbuilding and colonial dynamism are softcoded in EU1 (can be changed by you, but not within the boundaries of the game) while in EU2 these are also linked to DP. As an example of the last effect stability costs can in EU2 be further modified by DP, while every nation in EU1 would have their costs decided by their religion and no more.
