He may be talking about the unique ship section they had in SOTS1. Well there is a expansion out tomorrow so it may be in that.
Is a 'big CnC boost' the same as increasing command points? My command points remain the same before and after researching that tech.

As near as I can tell, flagship doesn't really do anything.

In SoTS1, once you researched Flagship Command you could build a unique dreadnought with a "Flagship" section, with incredible firepower as well as an upgraded command capacity over regular Dreadnought CnCs. So if SotS2 is going by the same idea, researching it should just unlock a new dreadnought(Leviathan as well or instead of maybe?) section.

This is special Leviathan tech, with more CPs for your fleet. It won`t increase cruiser or dreadnought cp.
