Everything is in the title.
Like many players we are experiencing out of sync problem between players.
We are forced to frequently make pauses to allow the slowest player to keep the pace with the fastest, or we are forced to go in normal or slow speed since 1936.
And for a huge number of country, wasting few hours to go from 1936 to 1939 in slow speed it's very annoying.

Is there a solution or a way to improve the situation ?

What is the upload of the host, how is it utilized and how many players/clients do partizipate in your group ?
We tried a host with 384 KBit upload and 12 players and encountered massive lagging too. The utilization of the upload was 98 percent, so it is likely our bandwidth is not sufficient.
 
I'd recommend at least one mbps upload speed for two players, unless you decide to put up with that. However, despite my 20 mbps upload speed, even I receive out of synch problems with just one friend in the same town with a similar connection. So the worst problem is in the game itself. It is even worse in the new generation of Paradox games (the Clausewitz engine).

Deal with it. I'm playing DD in MP for years now with ~ 11 players and we do play normal at most (Chinese war). In war we play "slow." Ofc the pace in MP is different. Try to speak with your allies (Teamspeak) or just chat. Sometimes we guess provinces (e.g. where is New York (that would be an easy one...)).
So the pace you are mentioning is common with many players.
 
Dont be too hard on me if thats a very logical point but when I (from Germany) play with a guy from the UK we have almost no lag at all but the player from Texas gets real connection issues sometimes. So it maybe depends on how far the host is away, and I'm talking about country distances here...
In the end, one gets used to the occasional reloads...

Geographical distance and especially infrastructure and traffic loads along the distance (even though the distance across the Atlantic is longer than the distance for example from Egypt to Sweden, the former will most likely be faster even if both connections have the same quality and capacity). Is an extremely important factor to take into account.
 
if all players are without hamachi and with external IP and normal connection (stable ping, channel over 1 mbit), then you will rarely face the problem. In HoI2 sometimes we could play 5 hours in a row with 8-12 players without single rehost.
If you use hamachi, sometimes their servers are down for instant and part or all hamachi players get dropped connection.
