Is there a setting in EU4 or a console command that doesnt allow alliances?
Or an easy way to add a file to the game? And what would the text be? And where would I put it?
Or a mod? And where would I get it? Thanks for any advice

Im doing some timelapses and being in observer mode... problem is, a lot of the time ive noticed
its kinda boring and nothing happens, because either nations surround themselves with tributaries
until they have no expansion opportunities, or they get so many alliances that no one wants to war
them. What ive noticed is nations expand initially until there are a certain number of large nations
left, and then they gradually get such complex alliance chains that no one can ever declare war and win.
 
You can do it by modding the 'common\diplomatic_actions\00_diplomatic_actions.txt' file.
It contains all possible diplomatic actions, including "allianceaction". You can just create a flag that is always false for every country and insert in the allianceaction an extra condition that requires it to be true, so that it'll never allow it. Or just simply say that you cannot ally if the country exists.
