It doesn't seem to phase them on this issue. My guess is it isn't a retroactive rule (unfortunately).

What we need is a way to bring this to Valve's/Steam's attention - ideally to whoever created the new guidelines.

Based on what we know and the general lack of communication, Paradox could realistically take another 4-5 years on this (I know that sounds alarmist, but all you have to do is look at the track record on this topic). They have our money and no one with any real power is holding them accountable. We have zero influence here and are fully at their mercy.

I am almost completely certain this game falls under the new rules. It's still for sale and has undelivered content with no expected date or even basic info. Honestly this has gone on long enough.
 
I doubt it will fall under the new rules. Usually when a company introduces a new rule it has to abide by its existing agreements to any contracted parties. I think Valve would be open to litigation themselves were they to try and retroactively enforce new rules on products that are already on sale through their store. It will only be when someone is like "hey, we want to advertise and take preorders for our upcoming new dlc" where Valve shows them the new rules.

Thinking about it, the issue should be between us and Steam and not us and Paradox.
Assuming Steam acts like a shop, if I bought a Microsoft game from Curry’s and I didn’t receive the game, my issue would be with Curry’s and not Microsoft as that’s who I exchanged monies for goods and therefore have a contract with.
Surely Steam should be the same? And if not, why not?

I consider Steam to be the Amazon or eBay of the gaming world. Yes, they have a responsibility but that is mostly to hold the distributors and sellers on their platform accountable (which, in this instance, they really havent).

This one is primarily on Paradox and Romero Games to fix though. And they need to tell us something as they do.

Romero games has left the building. They're pretending like nothing ever happened and have moved on.

Paradox needs to come clean about what is happening. Simply saying "we're working on it" is no longer enough. We need to know the name of the company working on the DLC. We need to know the schedule for release. We need to know what features and fixes will be involved.

This has been a massively embarrassing and damaging set of events for Paradox. I have lost all my confidence in the company to deliver. They were my favourite game company by a wide margin. Now I see them as just as greedy and heartless as the rest.

At this point nothing short of full refunds would make me feel any different and we all know that's not even a consideration at this point.

The game should simply be pulled from Steam. They're STILL selling a product they have no clear intention of ever releasing.

Thanks the old CEO choosed by the the Stackholders for differentiate PDX...all the games done by the precedent CEO was a flop, and now the New (and original) Ceo (and founder) try fix all the mistaken the old CEO done.

Regarding the company working on the DLC, we DO have a name. The Steam Page for Expansion 2 says Moonmanaua is the developer.

In the Steam store page of Empire of Sin, I no longer see the DLC2 listed in the Expansion Pass bundle. Did they finally removed the DLC2 from the store front? Or was it always like that from before?

It's still there - just removed under the main game listing, and it looks like you can no longer purchase it (only wish list), with the - now laughable - "coming soon". Likely means we wont see anything in 2025.


Means someone had the energy to make changes to the store page but, of course, still cant take the time to communicate anything to the people who have already bought it. Paradox has lost a good bit of good will with this whole thing - I just wish they cared.

I've made my last preorder with the company and hope others do likewise.

Don't bother, TinyWiking only comes on to tell us the same thing every single time. I want to hear a real developer on the project, DLC2 yes or no! If yes, when? If no, how are they doing refunds. Any other responses are insults.

TinyViking will only drop in here once a year to promise that this DLC is still in development by someone (but hey, he is reading all your posts, so PDX really cares about you!).

At least they finally stopped selling the DLC that will clearly never be released (this thread is now over 2 years old). They just have to insist that things go according to plan development-wise because they don't want to refund anyone.

Seriously, I have played PDX games since 2007 - I would have never expected this kind of business conduct. It's already sad that you cold-dropped EoS, keeping the second DLC on sale is making things a lot worse. There is time for an explanation, this is getting justiciable. This is not the glory old days of chatting with Johan about history - this is cold hard greedy capitalism with no mercy for the customer. Shameless.

I am glad that now, finally, you are not able to purchase the expansion pack #2. Good job, PDX! You can keep the expansion pack. I am honestly amazed this sub-forum hasn't been purged already.

They'll move it to Classic Games at some point; only true disasters like East vs. West and Magna Mundi get memory-holed.
 
PDX probably keeps an eye on the forum, it's how they can measure room temperature.

They probably can't say much because the game is most likely on hold or in process of cancelation.

Empire of Sin was a shot at a market that demands a good modern mafia game. PDX has bigger knots to untie, Victoria 3 was released in 2022 and only now it's actually getting above average. EU5 is being developed and they can't mess up like they did with CS2, CS2 is another problem they need to recover from, it's a huge IP they can't afford to loose so that also needs their attention, CK3 is currently on a limbo, there's a PDX before CK3 and a different PDX after CK3 and the core market isn't really liking the way PDX has steered this ship, in other words CK3 also needs to be developed with close attention if they want to please both old and new PDX costumers. And we can't forget all of the flops from PDX (life by you, lamplight, vampire bloodlines 2, prison architect 2)... and like it or not Empire of Sin is a major flop, it probably is more of a liability than an asset.

so yeah, they can't come here and say "we are not working on it right now" because that's bad pr.

if I were the CEO I'd cut the loss, I'd give the money back to those who pre-ordered and chop the game from the company, getting the dlc in production is probably a lot more expensive than any profit it could make, the game is not nearly good enough to bring in the money to justify further investment, basically what I'm saying is that financially speaking this game should be and probably is canceled...

ofc they could pull a No man's sky, but how much money they would have to pour in and for how long until the game is good and they recovered the game's reputation? no man's sky was Hello Games only shot, PDX has other money-makers, their money is better spent there.
