Sounds fairly simple.
Not sure if this is the order you asked things in but anyway:
1. I assume we're talking first of all just 474 (the basic start date) history here. So goto the history/provinces folder, and find pergamons sole which is #156 province (can't remember its name atm). In the 474 entry add owner = PON. Just a space and then that between the {}.
2. Find the number/name of the Irish province you want them to have and add owner = PER in similar fashion.
3. You didn't actually ask this specifically but goto common/countries pergamon.txt and change graphical culture = greekfx to romanfx. This will change some cosmetic stuff, like what unit the armies look like on the map. On second thoughts, I think this is in charge of what faces people have, so maybe you did.
4. In history/countries pergamon.txt change
technology_group = greek_tech
primary_culture = greek
religion = greek_pantheon
capital = 156 # Pergamon
To
technology_group = roman_tech (since all technology groups are the same rate, this doesn't actually do anything atm, then again... it may affect events, changing it isn't too hard anyways)
primary_culture = roman
religion = roman_pantheon
capital = *Number and name of that irish province*
5. Goto history/characters. Which faction a character belongs to is determined by the first few starting numbers. 10001 is roman, 15001 is armenian etc... have a look through the files and find out what first few numbers are for the kingdom of pergamon, goto those characters files and change their religion/culture. Note that spawned characters are allways the primary religion/culture.
That should be most everything.
