Is this spymaster's clothing in vanilla or a mod(and if vanilla WHY IS IT NOT IN THE BARBERSHOP???)

I was today year's old when I discovered this really cool outfit being worn by this spymaster in Laith's video. Is it from a clothing mod or is it in the vanilla game? And if it is in the vanilla game, WHY CAN'T I FIND IT IN THE BARBERSHOP???

It's in the base game, there's actually more clothing garments that are treated this way, but they are special event clothing so they only show up in specific events and cant be found in the barbershop, though I wish that wasn't the case

Wow that really sucks, I wish Paradox would unlock them for the barbershop. Thanks for the info though!
