No, it's because Finland has Swedish primary culture. Country formation depends on primary cultures and country "tier". Finland is a lower tier than Sweden and has a shared primary culture. Thus if Sweden ceases to exist, Finland can reform Sweden.
AI Finland probably shouldn't be forming Sweden. Scandinavia sure, Sweden no.
I presume Scandinavia isn't available because it already exists. You could try mopping up Scandinavia, and seeing if Finland tries to form that instead?
Perhaps formables should require the overlord's approval, though.

ok so according to game rules it should be able to form sweden, though for immersion this is very silly.
1. a finnish run state wouldnt have swedish as primary, but at best just accepted
2. finland and sweden should be same tier
3. even if above apply, finnish people are a different nation/people, they wouldnt become sweden. sweden isnt a geography, it is literally its people, and finnish are specifically not it. same with finland, it is a people
