Issue report form doesn't URL-encode the # symbol when attaching the attachment URL to the end of the post

In this thread, the attachment can not be downloaded, because the URL contains a bare #, which gets interpreted as an anchor by the browser.

So what is

https://forumcontent.paradoxplaza.com/public/1053841/Maten%20-%20#62.cok

should be

https://forumcontent.paradoxplaza.com/public/1053841/Maten%20-%20%2362.cok

to be able to be downloaded, as what will be sent to the server is

GET /public/1053841/Maten%20-%20

otherwise, which is not the valid filename, and thus will be rejected by the server, making the attachment impossible to be downloaded.

I've attached a harmless test file to check if this has been fixed yet in a forum software update, or if this is still an issue.

Edit: because this is not an error report form, I can't reproduce this issue here, so I've removed the attachment.
