Playing Massilia, I start with the mission to "strengthen our navy", which in practical means I have to "have a navy of at least 99% of support limit".
Navy support limit being 1, this means, as far as I have been taught back in school, I need to produce one trireme.
I thought 100% was greater than 99%. But it seems I was wrong, since mission is not completed after building one trireme.

We had this issue with the same mission in EU3, I believe it is due to rounding errors. IIRC the way to fulfil it is to go definitely above your support limit, so in your case build a second trireme, fulfil the mission, then disband it if you don't actually want to pay the excess support cost.
 
It seems Paradox has a big problem with rounding in general. Just look at this one, or at the sliders in HOI3, which can not handle rounding at all, or many other places in Paradox games... :wacko:

About the workaround, that's what I did, actually. Thanks. But imo, it is still a bug. ;)
