So I am aware of the issues that people have had with the Xbox Game Pass PC version and for some reason this one mod gives me the loading screen i'd expect but once it loads the main menu is the vanilla one and there are no mod assets loaded. I have gone into my xbox settings and made sure i have the setting for use of mods on. I have other mods downloaded, not in the same playset of course, I have by itself. are there any guides because im tired on reinstalling and unsubscribing to this really good mod?
 
There are problems with Gamepass CK3 not loading mods, but I wasn't aware it affected this game too.

You could try the workarounds discussed in this thread though:
 
I don't think that it has anything to do with Gamepass.

I use the GOG-Version of Stellaris and I wasn't able to load mods either. I downloaded several mods from Steam Workshop using external tools, manually installed them properly into a state where the Paradox Launcher was able to detect and activate them. Yet, upon launching the game, mods were not loaded at all.

I have done quite some troubleshooting and I have found the proper solution for this.
It's the same trouble others underwent some years ago as seen in this threads:

You've to look for these topics here in the tech forums if you want to know more about the symptoms.

Neither of their workarounds worked however.

When you download mods from the steam workshop or any other source, they're sometimes packed inside archive files like ZIP or RAR.
In the past, with older versions of the game, those mods were able to be read and properly loaded into the game by accessing the archive files directly.
However, it appears that in newer versions of the game this is not possible anymore. It appears that the developers changed the behavior to read mod files.

The solution is more or less simple. I will try to explain it as best as I can.

You have to unzip/unpack your mods from the archives into the mod folder from your User-Game directory (where savegames, controls and such are stored)
Per default this is located under the following path:
"C:\Users\%USERNAME%\Documents\Paradox Interactive\Stellaris\"

And per default mods are supposed to be stored in this location, which is also the path where you have to unzip/unpack your mods into:
"C:\Users\%USERNAME%\Documents\Paradox Interactive\Stellaris\mod\"

Note: the directory I am referring to is not where the game is installed, this is just the typical location for user settings and files, e.g. savegames.
The game uses the same directory to access its mods.
Your game installation folder is not relevant for mods, because per default it does not use it for mod installations. This might also be a concern for Steam users, even with the direct support of being able to use the Steam Workshop. This could also be the main problems from the older threads I've shared above.

Valve uses ID-Codes for its Steam Workshop mod contents. If you happen to download files from there, then you've to make sure that the folder names remain intact.
For example I've picked this one:

It's called "UI Overhaul Dynamic" which is a very popular mod for Stellaris. Search for it in the Steam Workshop, as I am not allowed to add external links in this post...

Anyway, when you download this mod from Steam Workshop, all the contents of it are stored inside a folder called "1623423360" which represents the ID (which also is part of the external web link).

So what you have to do is, copy this folder into the mod directory I've mentioned above. If the folder is packed inside an archive like ZIP, RAR, 7z or anything else, you've to unpack/unzip it first. You can use "7-zip" for this (search for it in google), it's an open source program that will allow you to unzip the contents of such archives.

When you do so, it should look like this:
"C:\Users\%USERNAME%\Documents\Paradox Interactive\Stellaris\mod\1623423360\"

You've to do this process with any other mod you want to use.
Once you're done manually installing your mods, you can run the game using Paradox Launcher, rearrange your mods (creating a playlist and arranging the load order of your mods) and then launch the game. Your mods should be loaded properly this time around.
You may also notice that there will be several .mod files inside the mod folder, named under the IDs of the mods. These are automatically generated by the launcher to perform the metadata check and to access the files inside the mod folders. This is a normal behavour and is intended.

In fact, there is a way to redirect the User-Game directory to another location using the "launcher-settings.json" file. This file is located inside your game installation folder (the location where you've installed the game). It's in the same directory s the "stellaris.exe" file, which should be the root directory of the installation folder.
In the older threads I shared above, people struggled with this issue.

However, I don't recommend to mess with this file (if you do not know what you're doing that is), as it cold make things just worse.
Changing the path for the user game directory will change the entire function of that folder, meaning it will also store your save games into the directory that is set inside that file. You have to keep that in mind when you want to backup your save games, or when you change the directory and need to move your files from the old directory to the new directory etc.

Anyway, I hope these instructions are the solution for your issue, and maybe it will help others who encounter into the same issue.
