I have tried leveling up all buildings, but are having problems with the last (3rd) level of office buildings. I manage to get the bar showing the progression all the way to the top, but nothing happens. The amount of highly educated people is not a problem, since a lot of the office buildings only have that type of people working there.
I have also noticed that for some of the office buildings, the bar will "reset" to the number 2 level after awhile, and then swithc back and forth between the two states. This takes some time, but it does happen.
