So, I was experimenting a bit and tried this:
max_wives = 6
max_consorts = 6
women_can_take_consorts = yes
And it worked exactly the way you think it would (men can take up to six wives and women, including all the wives, can take up to 6 male consorts) IF, and only if, the lord of the court (your character) is female. If you are male, however, no women at your court can take consorts. The rectangle in the bottom-left corner for consorts is there in the character UI, but there's no option for giving consorts when you right-click on a female courtier.
