Windows truly protects the Xbox Game Pass games more strongly than it does its own Windows OS folder. After a lot of trial and error in the "advanced security" options, I managed to open and see the files belonging to Crusader Kings 3, but now my issue is that I'm not able to open and just inspect any files I find. I tried copy-pasting them to a more ordinary location, but naturally windows said that I am not allowed to do so.

Does anyone have a guide or instructions to how to make these files accessible? I crave modding this game, and primarily want to add new heresies belonging to the traditional pagan religions, and see if it is possible with events making new heresies!

AFAIK there is no way to get those files. Dunno if it's even "legal" to access them, not speaking of copying. It probably would count for Microsoft as pirating files. As for their protection of game files you bought access to, that are located on your computer - it's really disturbing and hostile towards user. Creating folder on my PC that I cannot even open?..
You could, for example, download a mod that modifies religions (only one right now is Bronze Age) - from some site that provides mirror or from forum. From those files you would learn structure of the files, understand how to create mod in CK3 etc.
Of course there are not so legal methods to get access to the game but lets keep it as secret and condemn them.

I spent a solid 3 hours yesterday messing with the registry and trying to just be able to read the files.

Ended up giving up and getting the entire game directory from someone else.

Unfortunately downloading other peoples mods and using them as a basis for new mods would severely limit ones experimental capabilities to make new radical ones, so I truly hope there's a way to fix this :/ Not to mention that it is almost provocative when trying to open a folder on my PC and Windows greeting me that I, the only account and top administrator user, isn't permitted access to it! I understand that they want to hinder piracy, but it's not like the people scripting dll cracks wouldn't be able to find a way around it anyhow!

I wonder if it would be the same issue if I bought the game from the Xbox service too? Now *that* would be immensely frustrating! Not as if it would have any benefit over doing it on Steam anyhow.

I am leaning towards this! Modding Paradox games is 25% of the entertainment I find with them!
