Issues with Cynric's Envoys (quest)

The Cynric's Envoys diplomacy quest, which appears around turn 14, needs to have a mouse-over description -- it has none at this time.
Also, it should be highly stressed in the description, that if the envoys are not met, then war with Cynric is forthcoming.
Finally, turn limit for the quest is missing as well.
