It is doubtful that nomads can impose tribute on other nomads. Two nomadic groups that do not have permanent cities, fixed borders, and stable taxation could hardly have built a system of regular tribute from each other. Rather , only the sedentary can be made tributaries .

Same place you and the devs pulled the idea that there were no nomad cities in the steppe?
Not cool. Just because this person has an incorrect perception doesn't mean you should mock for it.

The law of premodern times often times boiled down to might making right.

As for for nomadic cities, they tended to be uncommon. Rare in some parts of the steppe. These cities would be major trade centers on the steppe.

So far as I know, nomads calling other subjugated nomads to war happened fairly often, no idea about how wealth flowed between them though.

Wouldn't "tribute" between nomads involve an abstraction of things like "you owe me a % of your horses" or "you owe me some iron and wood from lands you control/raided recently" and stuff like that?

The game uses gold as an abstraction for a lot of barter in kind that happened in the period. While it's measured in something called "gold" it doesn't have to be actual coins or even precious metals.

Tribute would be a bit more than that. Any money or goods you got from travelers that pass through your area of control. Maybe some tanned hides. Some fermented drinks.

What are you on dude, real history? Next you'll go ahead and claim that Khazars had a fortress named Sarkel and even had the Byzantine Empire build it for them. I am curious as to what more laughable claims you'll make! Will you also claim that nomads should use diarchy mechanic and say Khazars, Magyars, Danube Bulgars, Avars etc. had it? I bet you probably even made up names for those like kavkhan for Bulgars, jugurrus for Avars, kende for Magyars.

Edit: Oh and I forgot, you'll possibly also claim that it is possible that Kyiv has been founded by Khazars or Magyars.

You horse riding milk drinking eaters of meat cooked by horse sweat, I bet you didn’t even have fortified settlements in Pannonia in 449 and forced Roman diplomats to stay in yurts not buildings that are totally not part of a walled settlement.

No. You responded to a post that points out that PDX is treating them as nonexistent by saying they are rare, as if that’s an excuse for not having them.
I said they were uncommon and some cases rare! And I wasn’t making an excuse, so stop trying to read things in that I didn’t say! Cities in game currently occur in every county, something that did NOT apply for the steppe!!!
