In playing DD arma 1.2 (VBLV) is it at all possible for italy to legitimately demand territory from yugoslavia and them cede to the demands? and also how do you increase likelihood a nation will cede territory?

If you are very belligerent and/or have a large empire I believe that the chance rises. Or declare war, demand a few provinces, and be at peace.
demanding territory very rarely works in most cases. You are best off preparing for a war and taking those provinces by force.
I think you have to have so much IC and divisions than them but I'm not sure. Just as easy to conquer them they won't be able to offer much resistance.
