I've put a science outpost down and nothing happens

I haven't being playing the game long, grabbed it when it was free on Epic.

As you can see in the screenshot below I have an outpost and I have placed it close to a building that said I needed to have one but it isn't getting the points.

What is it I am doing wrong?

if you hover your mouse over the little beaker in the upper right you should get a popup. does it have 2 numbers? one would be the 13 and and another number that shows how much science you are generating.
